Latin Quake Model

Updates to Latin Earthquake models in WCe V3.8 include updates to Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Argentina, Brazil, Chile, Colombia, Peru, Venezuela, and Mexico (Mexico model now includes building code and height adjustments).

It also includes two new models for Panama and Nicaragua.
